Software Engineering - Art or Science ?

"Modeling in small increments, and not attempting to create the magical "all encompassing model" from your ivory tower, is also fundamental to your success as an agile modeler."

I read this from the agile modeling page: Agile Modeling.
And honestly do not think that it is a "one size fits all" solution.
Seriously feel that this is a wrong sentence and plants the wrong idea into
people's mind. Modeling in half is like building the house with only designing the bedroom only!
Wonder why does so much of differences are there in methodologies in software engineering, and we don't have a single method which is universally accepted and can be said as the de facto!

Seriously think that we have a set of major issue in Software Engineering,

I am going to take an effort of finding out on what can be done to solve this decade old problem!
